Use a KVM switch

There are two ways to do this. The first is to buy a KVM switch, as others have suggested. However, if the monitor has two inputs this may not be necessary. Many monitors have two inputs - one VGA, one DVI. On several monitors you can connect one PC with a DVI cable and another with the VGA cable and use the monitor to switch between the two of them. This doesn't always work, but I've got a few systems set up like this and they're working fine.

Look for what is called a KVM box. It is a small box to which you connect one monitor, mouse and keyboard. It then has two cables that connect to the monitor, mouse and keyboard connectors of the two PCs. Using a switch on the box (or a key combination at the keyboard) you can switch between the two computers and control them both from one monitor, mouse and keyboard. Will run you in the $40-50 range to get one at any electronic store.
