Property rights and infrastructure. Very few people are willing to build on the land they don't own. Even fewer people are willing to built high-rise buildings in places where electricity supply is less than reliable.

Development and growth are not the same...
Many cities growth with out order, so that growthing does not impact the standard of living of the citizens and some times this growthing means a low in its quality of life. This phenomena is seen in cities of third world, there the benefits given by the growthing is taken by a very few people.
A city get development when there is growthing in it and order, so the result is an increase in quality of life of the majority of its citizens.
In developed countries the government and institutions are strong, so they can provide all the public goods that must accompany the increase in privates economies.

Places that get a lot of rapid and successful expansion appeal to a person's interest over another place with a lot less expansion. It could have to do with tourist attractions, climate, work etc...
