Could noncoherent detection be used with PSK signals?

In theory, the answer is yes. A phase shift looks like a change in frequency so, in theory, a non-coherent frequency modulation detector will detect a pulse at each phase shift.

On the other hand, in practice, synchronous detection is so much less error prone and much easier to implement that no one would use anything else.
