The speedo cable is dead easy to fix, look under the speedo and you will see a thick black cable coming out of the spedo and down to the front wheel. There will be a plastic or brass nut at the top of the cable, this turns loose to allow the cable to be removed. Do the same at the front wheel. Then its just a case of refitting the new cable.
As far as the MOT is concerned, there is no reason why the tester would look at the speedo. However without a working speedo how would you know how fast are you driving?
Ja.

Speedo cables usually just screw in to each end so should be no problem.
As for the mot it would probably go unnoticed, but how can you expect to stay with in the legal speed limits if you can't see what speed you are doing, if you get stopped by the Police for speeding it may come out that you shouldn't have been on the road and therefore get a higher fine and more points; it is not worth it for the small effort and cost to put it right.

Chances are it's just a snapped cable. If the threads are fine, it should only take a few minutes to remove it and fit a new one.

Speedometer function is NOT part of the MOT for two-wheelers.

Not part of the MOT for a moped.
But if it is totally had it go for a cycle computer from halfords. this will give you some idea of speed.
