I think log (10) 2 is 2/5 because at first 2 is over the sq root of 10 then you power up the 2 to make 4 then square root it so that the entire things a fraction but then hm.. I messed up.

nope, because I know it's the number that one has to figure out "how many times do I times this number to get the number to the upper right of it."

Log (3) 9 = 2 which is like writing 3^2=9

Definition
The log of a number to a given base is the power to which the base must be raised to give the number.
Examples
10³ = 100
log10 (1000) = 3

2^4 = 16
log2 (16) = 4

10^1 = 10
log10 (10) = 1

Assume log means log to base ten in the following:-
log 2 = x
10^x = 2
x log 10 = log 2
x = log 2
x = 0.301

Similarly
x = log 3
x = 0.477

It's y.

y = log(10) 2
What power do you put onto the base 10 to give the value 2 ? It's 0∙301 029 995....
y = log(10) 2
0∙301 029 995.... = log(10) 2

y = log(10) 3
What power do you put onto the base 10 to give the value 3 ? It's 0∙477 121 254....
y = log(10) 2
0∙477 121 254... = log(10) 3
