I did not understand your numbers at all, if you look at your question.
So I will do my best to attempt an answer.
No matter what the cost of living is, generally 2/3 of that goes into accomadation. So figure that in.
Which culture do you think that you could get along in better? And do you know the positions that you are taking in each place? Are the offers compensatory to your experience?
Dubai is supposedly one of the most up and coming places in the world. The opportunity there could be trememdous. I have heard from so many people that it is an amazing place.

That's the one I would take. But I would still do some additional research on how much different things cost in different places. You can do this by simply looking at restaurant prices (based on stars). Or even reading travel guides, like Lonely Planet. This book got me all over Europe when I was backpacking.

Best is, keep the job in India: take long leave for two years, go to Dubai and accept the contract, which sounds really good! Singapore is expensive, cost of living is high! Muscat just about ok: Dubai is good for you!

The first one sounds good to me. I've heard that $1800 without accommodation is tough situation in Singapore. (I'm not sure)

all the salaries offered to you are useless/hopeless/not suitable at all. u will be much better off in India. These salaries are fit onnly for unskilled worker
