mostly because before that period there was no "assigned" loyalty by birth place. Every person was individually responsible to a King, depending on where his residence was at that time. Land was the base of wealth- it was what made possible the buying of the arms and armour of the knight.
In the 100 year's war many French knights fought on the side of the English- they swore allegiance and that was it. They could renounce the oath and change sides- and no one would consider that "treason". Of course the previous King would then confiscate all the goods of that knight
Of course the "nation state" really pre-dates this. Rome had strict rules of citizenship as well as rights and duties which were attached to it.
