You need to convert your video to .gif format thay you may able to use it as your desktop.
You can either use flash / director software to convert it to .gif but make sure that it should be a very small file thay you may use your computer without hassle.
Okay.
The short answer is no, and the long answer is yes if you are running windows XP.
You can embed the video in a home made web page, and set the web page as your active desktop background.
Make a new folder, call it desktop, and copy your video in to the folder. Open the folder,
right click on some empty space and choose New --> text document.
You are going to make a quick web page to use.
Copy and paste everything between but not including the astriscs on to the text document.
and replace "your file or url" with name of your file. leave the quotes in place. So if your movie is called. frogmusic.wmv, you want to change that line to read:
since the text document and the movie are in the same folder, you can just use the file name.
Save the document. and close it.
If you have not already done so, enable file extensions, which is Start --> Control Panel --> Folder Options --> View Tab and then scroll down and make sure "hide extensions for known file types" is UNchecked.
Now go back to your folder, and you will see change the name of the text document to desk1.htm
Close the folder.
Right click your desktop.
choose properties from the context menu.
select the desktop tab
click the browse button and navigate to your new web page "desk1.htm" in the folder desktop.
Yes, Windows Vista actually has something called Dream Scene content when you go to change your background. Dream Scene content is a compilation of video backgrounds. If they did it, I'm sure there's a way you can use your own video. Good luck!

If Macs don't have the capability of such features you specified then there is no such thing. In fact, it is almost impossible if not difficult to have a video as your background.

Liz's answer is correct!
HOWEVER, I would strongly advise against it as it would constantly be eating up your computer resources as a background! Your computer will probably lag all the time, and the start up would be horrendous.
no I don't think you can...you can put animated cartoon avatars and stuff like that, but I think if you put a video in the background it will just come up as a pic
