I'm asking this question because on the website listed below it states that its just a proposal. But its dated back in August 22, 2007 and I'm not sure if it took affect yet. Please if you can help me out?

No, mandatory replacement is still a long way off. The comment period on the proposed rulemaking didn't expire until September 21st. Then there's at LEAST a 120 day period for USCIS to consider the comments. Then the proposed final rule must be posted for at least another 120 days. Then the final rule will be published, which must be at least 90 days before the effective date, and the proposed rule says there will be at least a 120 day period once the rule is effective before the old cards are invalidated.

So, at least 120 days plus 120 days plus 90 days plus 120 days, or close to 18 months before the old cards become invalid.
