I have been in similar situation .... but handled differently and the outcome was positive. This sort of thing was common place where I lived and it becomes a part of the way of life. The public are groomed properly, are suspicious and wary and 9 times out of ten these things are usually curtailed in time. Invariably a left package would be 'sorted' by the bomb disposal robot immediately and a frozen chicken and daily groceries would be blown to bits... It used to happen on a daily basis. But never the less, no-one would approach a 'shopping bag or parcel' left unattended. Everyone would just keep well away. It is second nature, something ingrained from a very early age.

Get every one out of the shop, or if no one else was near and he had only been gone a few seconds, move the bag to the safest place you could find outside the shop. I know that the authorities would not recommend this last action, but the guy who carried the bag in must have set a safe time delay on any fuse if it was a bomb for his own safety. I wouldn't move the bag later than 10 seconds since it arrived.

Without doubt in today's climate of terrorism help clear the shop call the police straight away and get as far from the package as possible and discourage anyone from touching it.
What was the shop keeper thinking get a pair of pliers and cut the wire **** me. And the security guard taking the bag off a complete stranger umm yes ok and puts it on the counter.

I'd suggest the shop close the shop, call the police, and wait outside. I would then leave.
However:
I reported a suspicious package I noticed as I was getting off a bus and was astonished to look back and see that the bus driver just went upstairs and poked it before driving on!!
Recently, at Euston, I pointed out a suitcase left at the top of a stairway to a bunch of station staff standing around chatting. None of them appeared interested and one muttered 'I think a woman left it there' as though that was alright! I left the station.
EDIT: I've just read the link - good grief! How stupid can you get!!?

First don't use any electrical equipment including mobile phones as they could trigger an electronic device, second evacuate, third call the Police but from a distance.

Raise the alarm, run out of the shop and tackle the guy, and detain him until police arrived and assesed the situation. I think it would be erveryones civic duty.
