Surely not within the terms allowed by Ebay. Or if it is, it's only because they haven't banned it yet. Reads totally like a scam . "You are only buying the envelope. Whatever is inside is a gift from me to you." Give me a break.

There is no way to check that they will do what they say. Therefore, there is no reason for them to do it.
Therefore, they won't.

You buy the envelope and there is a ticket saying what you won.

Sounds like a scam for stupid people to fall victim to. I'd steer way clear of anything like this and those e-mails asking you "send this to ten people you know for good luck...."

If it sniffs like a scam--it well likely is one!
