I would try to find the person who owned the car so they could come lock the door (I wouldn't lock the door because they might not have a key with them) and protect their purse. In my last job I found many people's wallets and purses, and was able to return them. Even when offered a reward I did not take it.

Dignity would keep me from even checking to see if the car was indeed unlocked. Now, if there was a womans handbag on the ground and I noticed money inside...and no one was around...Finders keepers :P

Since I'm already checking cars to see if they are locked or not I guess that would be the next reasonable step.
