Ok, well I'm a senior in high school and I want to go to a university in Oregon, and I would like to major in English Education. How would I handle getting my teaching credentials if I wanted to teach in California?

Write the California board of education. Ask. They should send a list of requirements which you need to have them recognize your qualifications. If not, ask your adviser, but don't be surprised if you're not told the whole truth.
