I read about it all the time, but I don't understand the the spectrum serves for or anything much really.

Better range than 802.11 and extensible bandwidth.

Google wanted to provide free WiFi to San Francisco but it turned out to be too expensive. The 750Mhz spectrum or WiMAX is perfect because they only need a few towers to get the range. They could then provide free internet across the country with it.

A google for "700MHz spectrum" would link you to this article (top on on google currently) which explains it's the reallocation of an area of radio transmission space ideal for wireless networking . . .
