Garrett said that Australia should sign up to a new global agreement on climate change after 2012 even if India, China and the US aren't involved.
An agreement without these 3 countries would be useless as they contribute around half the greenhouse gases currently being emitted, so they need to be a part of any new protocol.
Rudd's position mirrored the coalitions before the election to stop any wedges, so his position may change but at the moment Australia will only sign up to a post Kyoto agreement if all emitters have binding emission targets.

Agree with Billy- not much point if India, China, Russia, USA mainly (but not exclusively) don't sign up to a new agreement- have you seen what their big cities look like (LOL of course not- a blanket of toxic smog). Thank God I live in Australia where our air (even if we do sometimes complain) is pretty good! And lets not get started on nations that burn down their forests to clear lands (somewhere north of us :-)).
Kevie wants to look to the past and sign up on an agreement that is, at this point, irrelevant and hasn't worked- a lot of places have struggled to meet targets.

I assume you mean his demotion to environment & arts portfolio. Frankly the climate change portfolio was given to a minister with more experience, it makes sense that way. Peter's new portfolio better suits him anyway, given his musical past.
