For preventative purposes and save a hefty lawyer fee, What do the police have legal permission do to or with a citizen and what do we citizens have the legal right to decline?

The US Constitution and your state constitution. All other "rights" are privileges.

Where? how about about three years of law school?

The 'text' of the rights are in the first ten amendments to the constitution. HOW exactly they are applied can be found in 200 years of case law and precedent.

Try the U.S. Constitution, particularly the Bill of Rights.
