It depends on your lease. Utilities can be used as a general term meaning they cover the water. Or that they cover the water and the gas. Or they cover the water, gas, and garbage.

You have to read your lease. Many places cover electrity in their utilities many dont. Ive been a landlord and I covered in the utilities section water and gas. They had to pay their own electricity.

Just read it, if you dont understand what it covers its a 20 second phone call.

Electricity is one of several utilities provided to a residence. If you are asking if that means it is included in rent, you need to ask, since the notation "utilities included' is not all encompassing.
