I would love to do embroidery and like I said in the beginning, I don't want to have to quilt over the picture. What can I do?

Make sure the embroidered design is small enough so that you can quilt around it. Then you'll have a cozy with a design on the front, but lots of quilting on the sides, top and back.

I'm not sure if this is what you mean, you don't want to quilt over the pretty fabric you have used to make the tea cozy. You can buy pre quilted fabric, with batting and all, and if you want to add the pretty fabric to the top of the quilt sandwich, you wouldn't have to quilt it, just make sure it doesn't sag once it is in the upright positon on the teapot. Or is that is not what you are asking, if the pretty fabric has a main part of the picture, with less important print around it, just quilt on those parts that are less important, then the picture you like pops out. You can outline quilt around the main picture, then stipple or grid or radiate quilt stitching from that line. I hop this is what you asked for.

You can make a tea cosy out of any fabric you want. Two layers of calico sandwiching a layer of batting would do.
