It depends what kind of bumps. If they were on the rim of the head, they're pearly penile papules and they're normal. They're harmless and can't be spread; they can happen to both circumcised and uncircumcised guys. The odds are that he's fine, the little bumps beneath the glans are quite common in both circumsized and intact guys.
My recommendation, ask him politely about his hygiene, and if its poor, encourage him to wash under his foreskin during his daily shower. Meanwhile, enjoy having a partner with a fully-intact penis :-)

If you are worried about it either don't have sex with him, or better yet use a condom. Is it the not circumcised thing that is the issue, or the not knowing if you should(n't) say anything. Go and ask a Doctor they can give you better information, but I would think that a bumpy foreskin may not be a good thing, but hey what would I know I am a girl, lol. Wait you will hopefully get better answers from a few men who aren't circumcised.

They are just pearly penile papules if they are round the rim of the glans or Fordyce's spots if they are on the inner foreskin. PPPs are normal little bumps, connected to nerve endings, that increase sensation and are harmless. They are often more noticeable in intact males but I am circumcised and have them too. Fordyce's spots are harmless fatty deposits that form under thin membranes like the lips and inner foreskin. Neither of these things are contagious or anything to be concerned about.

OK well first up there's no problem with him not being circumcised. yes he needs to wash every day but so do we all. About the little bumps it could be something like pearly penile papules that are normal. Or maybe Fordyce spots. I don't think you get bumps because of bad hygiene. However they could be an STD so use a condom and get him tested like you should with any new partner.

That's actually normal for most guys. It's called pearly penile papules, and many men have them. They are odd looking, but not harmful in any way. Being uncut does not make him any more unclean than a circumcised guy, unless he is a lazy slob who hasn't cleaned under his foreskin, in which a white substance called smegma collects, which is just dead skin cells. While not harmful, smegma does have a foul odor, so tell him to keep it clean. Don't be afraid of him, just because he has a little extra skin.

You're NOT circucised and you're not worried about THAT for his sake. And, yes, GIRLS can be circumsised. They're urethra is a small version of a penis and it has a foreskin. Some cultures require females to be circumsised at maturity. The big hub=bub in our society is with men because women weren't viewed upon as people in Moses' day.

Crikey, one girl gets a ‘look’ at this guys penis, splashes the news all over the web, and then over half the answers have him pasted as an unhygienic dude or someone who needs to see a doctor for STDs. Others even talk of marriage. Struth, just ask the guy or leave it alone!
