My teacher implied that this president is someone after the 20th president. If you take away the number of times each president repeated as president, then there would have only been 43 presidents of the U.S.

I doubt if any elected leader, anywhere, did all they said they would. Most enter office with a genuine desire to improve things, but circumstances change, unexpected events happen and reality sets in .

FDR promised to balance the budget in his first campaign and immediately abandoned the Idea after taking office and made policy as he went along. President are not dictators so they can only promise what they will try to do, so the less they promise the more probable it is that they will fulfill their promises. I would think that the most likely choice would be one back when the Federal Government didn't do much. Maybe Coolidge. He is famous for not saying much, and as president he did not do much.

My best bet would be on FDR. The only reason he might've not fulfilled a promise was because he died. The same reason for JFK. It might be Theodore Roosevelt, too. He was a pretty honest man.

I would have to say Roosevelt is a good bet, but I would personally say JFK. He may not have gotten everything done directly, but his wishes were carried out in the end.

... I would guess Ford... since he never said he would do anything...

he didn't run for office and was thrust in after Nixon and Agnew resigned...
