Radio. They talk to each other directly. When they talk to earth, the signal is relayed from their suits to the lunar lander and it sends the signal back to earth.

They probably have more than one system, frequency and modality. (AM and FM) So that if there is sun spots or some other form of interference they can switch to something else and stay in communication.

They talk by using the radio in their space suit and they also talk to the Mission Control in Houston by using radio.

They use radios because there is no air on the moon. Air is what is used to transfer sound waves. Without air, you voice would merely not be heard.

Even though the moon has no atmosphere, the moon lander and their spacesuits have oxygen atmospheres. Thus, they can talk just like you and me. When they are not together in the lander, they have microphones and speakers in their helmets, like a bluetooth phone.
