I'm not sure about the first one but I think I konw the second one. And here is how:
Based on latin numerals: (X=10) XIII =13
if you cut this in half horizontally becomes (VIII=8) VIII.
So: XIII cut it horizontally is VIII
Then we have: 8 is half of 13

I'd guess the 4 hands would be something like holding a clock, your two hands, plus the two on the clock. I'm too tired to do the other one now.

I think that 4 hands mean 2 hands and 2 feet. And for the 2nd one, I don't have time to think and I don't think that I'll be able to solve it.
