At my dorm there is this stairwell with plenty of space, so I stored my bicycle there, it is far from being in the way of people going up and down the stairs. Now is this considered a fire harzard, even though it does in no way interfere with anyone? And do I have the right to place that bike there, since the stairwell is considered public space? Any help is appreciated. Thanks!

The dorm is not considered "public space" just because you have access to it does not mean that you have the right to store things there. The dorm is owned by the University or a private organization under contract with the University. Public space does not allow one to store their personal belongings. If I were to leave my personal property sitting in the Courtyard at City Hall it would be removed, I do not have the right to use that space in that matter. Just as you do not have the right to use the stairwell in a matter in which an owner would.

Also it is dangerous and likely a violation of the fire code.

Sorry, no. The stairwell has to remain clear of any obstruction and even though to your biased eye, the bicycle doesn't obstruct the stairwell, if there were any scenario where the bicycle would restrict the movement of someone trying to escape, that in itself prevents them from allowing you to store it there. Secondly, if you are allowed to store your bike there they have to allow anyone else to store their bike there, presenting an obvious problem with clear access to an escape route. If the bike were to fall over, it could easily block the escape route. And they do fall over, you know, I've seen it. Fire regulations are usually cut and dried, and your bike should not be there.

If there were 20-30 people fleeing for their lives down that stairway and firemen charginging up the same stairs to save lives with all their equipment on, would your bike still be "far from being in the way of people going up and down the stairs"?

It is a fire hazard and should NOT be there.

I agree with the fire hazard decision. If everyone parked their bike there it would be a fire hazard. They really cannot give any leeway in this circumstance.
