I don't know exactly what you mean by a "photoboard," but for most materials you can seal or adhere them, or just give a gloss to them, by painting with a diluted permanent "white glue" (like Elmer's GlueAll), or Mod Podge (or better, Royal Coat), or a clear acrylic sealer (intended for bare wood) from the hardware store.

Or depending on size, etc., you could cover it with clear "laminating" sheeting in the form of 8x11" self-adhesive laminating sheets from an office supply store, or the larger self-adhesive sheeting of clear "Contact" paper that comes on a roll.

Large thin sheets of Plexiglas (acrylic sheets) are usually available at hardware stores too.
