If I start a quote with a colon, do I need to put it in quotations?

The man approached the teller: "I would like all ones please."

You still need the quotation marks unless you block indent your quote, which would be appropriate for a longer one than the one you show (at least 3 lines).

You need quotation marks around the words you are quoting.

Are you allowed to COLONize your sentence, shouldn't it be COMMAtosed?
