The electoral college does. They are the only votes that are actually counted and recorded. They elect every president since it was created

The results of the voting are announced in the chamber of the House of Representatives, in the presence of the House and the Senate, by the current Vice President of the United States acting in his capacity as President of the Senate. This is done in January, shortly after the new Congress convenes.
