If there's a specific designer you had in mind, contact them. They love people asking for samples and portfolios. Try contacting some local artists.

If you mean one of those leather or fake leather portfolio cases, you can find them at most art supply stores, especially those that cater to 2D artists, and not for craft and hobby shops. If there is a college, nearby, that has an art department, the college book store may carry them, as well.
They come in various sizes, from 9 x 12 to 16 x 20 and even larger.
