8 4/9 yard
25.5 ft (6 inches = 1/2 foot)

3 feet in a yard or 36 inches.
We have 4/9 of 36 inches.
36/9 = 4 inches
4*4 = 16 inches (one 4 is inches and one 4 is part of 4/9)
8 4/9 yard = 8 yards 16 inches

25.5 feet
25.5 / 3 (feet in a yard) gives us 8 yards remainder 1.5 feet
8 yards (1.5 *12 inches = 18 inches)
8 yards 18 inches

Mike's wire is longer by 2 inches.

a ninth of a yard is 4 inches (36/9). So 4/9 of a yard is 16 inches which is 1 foot and 4 inches. 8 yards is 24 feet. So one piece is 25 feet and 4 inches long and that is 2 inches shorter than the second piece.

Convert both lengths to a common unit so you can compare them.

8 4/9 yards is ( 8 4/9 ) ( 3 ) feet = ( 76 / 9 ) ( 3 ) = 25 1/3 foot = 25 feet, 4 inches. That's shorter than 25 feet 6 inches.
