to go to war....what if a congress declared war and the president did not take actions to engage the enemy or to prepare the military. The president is the commander and chief anf the generals would have to take orders from him. Could the president be impeached for not taking action?

It's all up to the president but sometimes he listens to advisers about what's best for this nation as well as for the world but lately we haven't had a president to considers this once great nation or any country for that matter but goes head long into declaring war just for the h_ll of it and I think you and others get what I'm saying here.
Congress is getting in the way now and nothing can stop the wars but the president and he's not about to so something good for this world so we just have to hang on and hope we are still alive long enough to see the end of those wars that should never have been started in the first place.
It would be a blessing if this president would get impeached but I guess even congress doesn't care enough to do anything about it and the world has to suffer for congress just sitting on their butts looking for their thumbs.
I may get blasted for my answer but this is how I see it and I call it like it is. Check it out for yourself to see what congress is doing to end these wars and getting Bush impeached and you'd be surprised at what you find out.
