i also need to know if i can take this matter to court...not really sure with the laws here in BC, Canada

Sue them.

A promissory note is good evidence that the person owes you the money. If the amount is small enough (The limit in BC is $25,000) you can sue in small claims court, where you don't need a lawyer.
