how do i legally follow up a promissory note after the other party refused to pay up by the deadline. pls help

Sue them.

A promissory note is good evidence that the person owes you the money. If the amount is small enough (The limit in BC is $25,000) you can sue in small claims court, where you don't need a lawyer.
