If I wanted to create a board game, and part of the game involved movie trivia, would royalties have to be paid for movies mentioned?

No. Trivia like that would fall under the "fair use" provision of copyright law. If you used images, video, or sound clips from the movies there would be some royalties involved, but for basic information you'd be OK.
