I'm just saying and this is my opinion it's a tie between Rob Johnson (Buffalo Bills) and Ryan Leaf (San Diego Chargers). Great quarterbacks who had good quality skills. Do you think they'll make the hall of shame? lol.

Ok they weren't the best but I do admit they were good players that a lot of people under estimated. I think they could of been just as good as Dan Marino or John Elway or even Joe Montana if they kept playing for years and also had a offensive of line.

your kidding right Ryan Leaf is considered the biggest bust in NFL history,lol and he was a first round draft pick.If your talking the entire 90's i would have to say Elway but my favorite player in the 90's was Drew Bledsoe

Uh...Those guys didn't have the drive to make it in the NFL...Best QB in the 90s, seeing as how he won 3 Super Bowls, was probably Troy Aikman
