A country, in and of itself, cannot be labeled as competent.

Competency is a descriptive word assigned to individuals, as in, "Wow, she sure is competent in Scrabble."

A leader can be competent, or incompetent.

I consider President Bush to be highly incompetent, yet America is filled with people that you would consider to be competent.

Individuals can be competent - heck, individuals can be brilliant. Small tightly knit teams can be compent. Larger groups of individuals can only achieve mediocrity. Whole countries are grossly incompetent and mind-bogglingly stupid. Leadership typically only compounds the problem.

The People. If a country is to be free, it is up to the People to make it successful, not the Government.
Free People making the most out of their opportunities.

Democracy. The government not lying to its people. Basically the opposite of everything Bush has done since 2001.
