By "policy" I mean anything from health care systems to education, etc.

The top three would be, education, education and education. At risk kids should be encouraged to stay in school. Instead they are expelled and doomed to a life of poverty and possibly crime.

The best way is to get people off of welfare.
Programs need to be put in place to get people in jobs to EARN an income. There should be a time limit to be on welfare, and if you're a woman - you have to be on birth control.
WELFARE KEEPS POOR PEOPLE......POOR!!!!
They become dependent on the government to take care of them, and then abuse the help that is given to them.
You want to improve the lives of those in poverty? Make them actually earn something, and then good things happen after that because they will take pride in themselves.
