War Powers Clause: Article I, Section 8, Clause 11
Congress has the power to declare war. They don't need presidential approval. They also hold the purse strings to fund the war.
The president is commander in chief of the armed forces, so he does take charge of the military and can use them in warlike policing efforts throughout the world. Congress has demanded, since 1973 and the VietNam War, that the President receive congressional approval within 60 days of deploying troops.

He is the Commander in Chief, meaning they can urge him to go to war but he and only he makes the final decision. If he says NO than the troops stay put. He is ultimately responsible for the troops.
