When the market has a failed program, it goes bankrupt.

It depends on the problem. If it is a problem that involves making a profit then business is better. If not, then no business will do it and government is needed to do it.

Actually, I get seen a lot quicker at my local driver's license bureau than at the emergency room of the local university hospital or my doctor's office.

It depends on the problem to be solved. The market is not infallible nor is it concerned with any motive except profit; maximized profits are not necessarily the best solution for every situation.
