When I bought my house the basement flooded when irrigation season started. Mushrooms started growing all along the baseboards in the finished basement.
They were a light brown almost clear, fungus that feeds on decaying wood.
The only solution is to remove all the damp wood and fix the water problem. In my case it took a 10 yard dumpster and a week of hauling sheetrock and damp wood out of the basement. Then I had to install a drainage system.
Even if you don't have the money to re finish the basement you need to just gut the whole thing. When you have money then fix the water problem.
Wet concrete is much less of a hazard than wet wood/sheetrock.

I had the same thing happen to me once- in front of the dryer. The floors underneath were rotten, so the mushrooms were springing up. No, you are not overreacting- this problem needs to be remedied and you have a child in the house who can become very ill if she gets into them. If your landlady doesn't fix the problem (which, if it's rotten floors, or a huge leak chances are she won't) then you need to call the public health department and explain what is going on with the landlady- if they can't help then they should be able to give you the number of someone who can. Also, keep track of the dates you called the landlady and keep notes of what was said during the conversation(s). Also, keep track of when the mushrooms are coming up and what you are doing to get rid of them- and take pictures! Never know when you will need proof. If your landlady does not take care of the problem you should be able to move out penalty free and have your deposit refunded because she didn't take care of it and mushrooms are a health risk. I'd be worrying a whole lot more than just about mushrooms! Toxic mold ring a bell? Maybe you don't have it, but if you are growing mushrooms, you surely have a moisture problem....and I worry about your "seepage."
Anyway, chlorine bleach will kill off the mushrooms for awhile. I wouldn't use the bleach directly, but would dilute it a bit. Also I'd ventilate the basement while this bleach is being applied, the vapors can be quite irritating.
Then I'd address the seepage problem. How is the water getting in?? Do you have gutters and downspouts getting runoff well away from the house. Do you have a sump pump (I think not) You might have to check into that. If you just don't where the water is coming from, you can have thermal images of your home taken to trace the water. It's a specialized field and while expensive, it can pinpoint the problem, not muck around with guesses as often happens with majority of contractors/plumbers, etc.

You must control the water!
Water in the wrong place is the single most destructive force in a house. It can rot wood, paper, and anything else that is porous and harbor mold and bacteria that can endanger your health.
The only way to get rid of the mushrooms (and all the other potentially unhealthy molds and fungi) is to get control of the water source. If you actually have mushrooms growing indoors the situation is pretty bad. Once you get control of the water, you must replace any porous materials that have become waterlogged and clean non-porous surfaces. You must take care to protect yourself with adequate ventilation and an air mask when doing your cleaning.
The best source I've found in the past is the Environmental Protection Agency's web page on mold. It is heavily about water control, so it should point you in the right direction.

Mushrooms are a fungus and it needs soil to grow in. Not only do you have a water problem but you have some sort of dirt in there too. It would be Best to have it looked at by a professional.
