Replace 'ball peen hammer' with 'baseball bat' and the answer is EXACTLY the same. Anything that is not PRIMARILY a weapon is legal as long as it is not used as a weapon.

sure, you can carry tools on your person so long as you donnot intend to do harm to anyone or any thing. common sense tells you if a person is angry and has a ball-peen hammer or a pipe wrench or a screw driver to let the air out of another person is not legal.. it is called intent..as what you intended to do with it.

It depends on the consealed carry laws of your state wheher this is legal or not. I only know of 2 where this could be legal. Vermont allows all citizens without a criminal record to carry a consealed weapon. In Florida, you could carry one consealed provided you have a consealed weapons permit.

I prefer a rip claw myself! Although, incidentally a hammer could be called a burglary tool.
