There are no Rocky Mountain Locusts left. Did the homesteaders win or lose?

The homesteaders won. The Rocky Mountain locust was a crop pest that could have severely curbed agricultural productivity on the North American continent. And although the extinction of a species is normally considered a bad thing for an ecosystem, the Rocky Mountain locust did not offer any significant benefits to the farmers (as do, for example, earthworms as they aerate the soil).
