Ok.. if you are in Chennai.. then you should go to pondicherry and that way the beach is covered, then I guess you should plan for Tibet or Leh Ladakh (1 week min), its a must see..
If you want to visit western side of the country...then go for Rajasthan, Goa & Kerala...
Last option is North .. Agra (Taj Mahal), Manali, Kashmir etc.

As you are landing in South India (Chennai), u can explore the best of south India.
Start with Chennai: Marina beach, Snake park and Pulicat lake.
Mahaballipuram: 55 Km South from Chennai. The drive is very good along the sea coast. You can see the Shore temples here and enjoy the beach. Lots of good beach resorts available. Crocodile Bank is 14KM from here.
Pondicherry: 96 KM south from Mahaballipuram. Look at http://tourism.pondicherry.gov.in/hotels.html for accomodation. Its a quite French coastal settlement.
Chidambaram :Quite a few famous indian temple here. Pichavaram is 16KM with abundant scope for water sports - parasailing, rowing and canoeing.
Coimbatore: Anamalai is a national wildlife santuary and adjoining is Perimbikulam with Tree house accomodations.
Munnar: Hill station in kerala with tea estates. Some waterfalls and dams nearby.
Thekkady: close to Munnar. Visit http://thekkady.com/htm/tourist.htm for more. Dont miss Periyar Tiger Reserve.
Cochin: beach is very good.
Alappuzha: the Venice of the East welcomes you to the backwaters of kerala. Try the boat house ride overnight. You can book online.
Kumarakom : again back waters. Kumarakom Lake Resort is famous but expensive. Bird sanctuary is a must see.

Welcome to the magnificent India.
Since u will be landing at Chennai, I presume - You will be spending more time in south India. And logically it should be like this only else lots of time will be wasted in travel.
Try visiting Kanyakumari, Rameshwaram, Madurai, Kodaikanal, Hampi, Thanjavur ( Brihadeswara temples), Palani, Velankani et al. This will provide a good mix of beaches, temples, world heritage sites, hill stations and a generous dose of travel through various types of terrain.
Pls don't try travelling to far off places. You won't be able to enjoy the places and people intricacies.

hey..well
u shud have told where u from?neways if you landing in south..then start from kerala..if beaches intrest you then go to pondicherry,...goa is a must visit for beach lover...
then if you have heard of deserts....and wish to visit..then go to rajasthan( udaipur,,jaisalmer)
now from rajasthan u can come to the north side...so in north manali,shimla is a must visit...and also leh,laddakh..its damn cold there in dec becoz of snow..
well the problem is..every state in india is complelty diffrent from each other..and equally amazing.. you got just 3 weeks..so plan ur trip very carefully..looking the time constraint..actually nobody will be able to ans this question perfectly..because india is just too vast..too versatile..too beautiful..too see, even the best of it in 3 weeks..

Well go in for Goa if ur coming this December ... or if u wanna check out simplicity goto Kerala otherwise i would suggest you to goto Himachal Pradesh or Kashmir the Heaven on Earth.
