The vector from C to B needs to be the same as the vector from D to A. The vector from D to A is (7, 12) - (3, 5) = (4, 7). Adding this vector to point C, (9, 2), gives us (13, 9).

If it is a parallelogram the distance from AtoB will equal from C to D and A to D will equal B to C
