Clever is repeatable Luck is not Therfore I would say that Clever is the most important thing to be.
In X situation of your lucky you might survive once. But if your Clever you have more chances to survive.
Example a Lucky person might escape from a flood. but still die when he runs out of food. While the Clever man would net as many fish as he could.

Being Clever ( Having intelligence ) is resident within you. Being Lucky is chance. Luck runs out , intelligence / being clever is for keeps.

cause clever is always watching for danger and trying to prevent accidents.
Being lucky is just what comes you way.
