if its installed as the default app u should have options in ur ryt-click menu to open extract or compress with it ..

winrar is a compression program. you use it to 'squash' and 'unsquash' files. The reason for using compression is to fit your file into a smaller space so it takes up less room on your storage meduim (hard disk, flash drive, cd, etc). rar files by default have a .rar file extension.
If you have a rar file, you can use it to extract the content of the file, or just to look and see whats in there. If you have a normal file you want to compress, you just tell it to add those files to an 'archive' (squashed file) and it will squish them for you.
Usually its just a matter of double clicking on the rar file and winrar will ask where you want to extract to. you tell it. it extracts. you go to folder. Your files are there.

rar files are like zip files. winrar works just like winzip
After winrar is installed restart your computer. Then right click on the rar file, and pick extract here.

After you install WinRAR, RIGHT click on a .RAR file and you will see new options (ie. extract)
Also www.7zip.org is the same thing, but free.

Just to Click on a RAR. file and u will see what is inside and extract the file anywhere you like.
