If you want to have pictures appear on Google image search you first need to upload them onto your website or blog.
When you do that, use an appropriate keyword as the name of the image (yourphoto.jpg), then use the alternate text associated with image properties to describe the photo with the same keyword/s. Lastly write some keyword rich text about the photo. That way when someone inputs a keyword/s into image search, your photo will be amongst the results. That is provided your website/blog is indexed by Google.

You cannot. Google Images is like Google Search; websites get indexed and their images as well. Websites then appear on Google Search, images appear on Google Images. Google Images is not some kind of image sharing website where you can upload images to, Picasa is for that purpose.

If you do not already own a website, probably the fastest way to do this is to sign up for a free Blogger account, set up a quick blog, and include your image(s) in your first posts. Since Google owns Blogger, they will automatically be indexed by the Google search engine and show up in Google images. Setting up a Blogger blog is relatively easy. I have linked to the starting page for their site below; the steps are pretty much self-explanatory.

Your picture must be on some website.For instance if you search up "Google Logo" you will see a picture of the Google Logo and you will click it.Then the page will direct you to google.com because that is where the picture is from.You need a website and your picture with the name included.

you can't just post a picture. You have to have a unique myspace or flikr photo that has a common search name. People cant post pictures, it does it automatically. So post pictures on your myspace, facebook, or perhaps Ebaumsworld. Those are popular picture hosting sites.
