Hmmm.... what does the Constitution have to say on the matter....
"The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State."

It does.
When a territory is acquired by the US, the residents become entitled to all the protections of the Constitution. (Puerto Rico, Guam, American Samoa, etc)
If you're trying to indirectly refer to Gitmo, it has never been acquired by the US. It is Cuban territory. The US merely rents part of it as a military base, just as the US rents land in other countries for military bases.

Yes, I believe so.
This is the core of the case regarding the Guantanamo Bay detainees, but it is the opposite. If territory is under the control of the US, should the GOVERNMENT be required to follow the constitution? The supreme court currently seems to be saying yes.

Define acquired? So far those territories that have opted to join the US and were permitted to do so HAVE incorporated the US flag. So I don't quite understand your question.

If it is acquired, that means that it becomes ours. So yes, in that case, it should follow our constitution. However, it should still retain its states' rights.
