When bribes are give,it is given in a hidden way to prevent any one else to come to knowledge. Hence the money is passed under the table.Such dealings are known as underhand dealings.This is how the word appears to have been coined.

Probably from the way it sounds. The thing that is hidden in the turned down hand cannot be seen. Therefore it is not above board or open handed meaning " not seen to be honest".

I always thought it came from doing things in secret, like getting paid "under the table" and other dishonest acts. Under the hand, like it can't be seen.
