At what degree does the use of someones IP address become illegal? (Is it illegal to have it? Is it illegal to post it? is it illegal to use a third party program or website application to obtain it?) (please note that this is not about IP spoofing)

I've answered this before, and I guess I'll answer it again. There is nothing illegal about "use of someones IP address". Think of an IP address as a phone number for your computer. If you want to make and receive calls (use the internet), you need to know everyone's phone number who you want to talk to. There's nothing any more illegal about having someone's IP than about having someone's phone number.

What the bleep are you talking about?

The worst thing that will happen is that you will screw up the Internet routing tables and once the network admins figure out where the offending IP address is they will shut off access.

none of that is illegal alot of people look up where someone lives from there ip address i dont even think thats illegal
