Why don't the number of stars increase?
Well, for one, a well known actor sells more movies than some unknown actor, so famous actors (even though they cost more) are hired more frequently.
No matter how many people that audition for a part, only one person is going to get it.
New actors come into the picture all the time, as old actors fade out.
I.E. Look at the cast of friends, they were all basically replaced by a younger generation of starlets from say... the OC, although that series ended in 2006, a good 2-3 years since they've stopped filming the show, so where are they now? Most of which have evaporated in the show business heat.
They have been replaced by another young group of actors in the cast of a new show, and it will continue to happen and happen.
Stars come and go like the tides in santa monica.
Mel Gibson's roles have faded, Tom Cruise is out on account of publicity, stars come and stars go, where is Haley Joel Osment? He hasn't filmed a good movie in almost 5 years. Don't expect to see him back. Hollywood comebacks are a rareity, take Teri Hatcher for instance, she went from Riches to rags back to riches, and Desperate housewives isn't doing too well right now.
Also. Just because you are good does not mean you will get a part. They are looking for actors that are bimbo's, murderers, best friends, psychos, stoners, jocks, preps... It's all about what you look like.

There are proportionately very few jobs for the number of wannabes. Most, the vast majority, of wannabes never ever get even a one line day player role, because it is too hard for them. And the auditions that they have are for experienced union members. Again --untrained and inexperienced wannbes do not get auditions.

you have to think about how many movies out there are really oscar worthy for one. if the movie wasnt ground breaking and amazing then the actors most likely wont be remembered, and whenever there is an amazing movie the same old actors are in it. leonardo dicaprio, halle barry, robert deniro, and so on and so forth. the top notch directors tend to favor a few actors and want to use them in most of their projects. like martin scorsese, for example, absolutely loves to work with leonardo and robert deniro. but other than that, there havent been very many outstanding movies in production. everything is the same old cheap thriller, or the over-done love story. if i walk out of a movie and dont like it, im not gonna want to know who the actors were, no matter how good they are.
