one of my friends gave me there old laptop running 98SE and i was wondering if there was any software out there that can make a USB 1.0 into a USB 2.0 port

No. USB2 runs at a higher clock speed and a different protocol for more device compatibility. While it's backwards compatible, there' no software that'll magically changes your USB1 into USB2. That'd be about as realistic as installing a $60 device into your car and gain 50% in mileage.

ANSWER IS VERY SHORT - NO
THERE IS NO MAGIC SOFTWARE FOR THAT - YOU JUST CAN'T DO IT
you can plug USB 2.0 cable into USB 1.0 port (USB 2.0 is backward compatible to USB 1.0) but it will work only on USB 1.0 speed
BY THE WAY THAT GUY SECOND FROM THE TOP IS REAL MORON - THERE IS SIMPLY NO USB DRIVER - USB IS PLUG AND PLAY TECHNOLOGY

Install USB 2.0 driver.

I believe that is strictly hardware.
