Water and sky are blue, because the molecules in the air and in the water 'scatter' the blue part of the spectrum (look up 'why is the sky blue' in question search for a complete answer). Snow is white, because the fine crystal snowflakes reflect the light. Interestingly, ice is clear, but can also be intensely blue because of the scattered light (if you poke a hole in the snow with a pole, the inside of the hole will look blue).

It is because the crystals which is what snow is, reflects the colour of white lighter better than water.
